Texas Short-Term Rental DSCR Loans at a Glance

A short-term rental DSCR loan works on a simple premise: the property's cash flow should cover its housing payment (principal, interest, taxes, insurance, and any HOA dues). Instead of requiring a 12-month lease, STR-friendly DSCR programs evaluate Airbnb or VRBO revenue concepts.

How Lenders Evaluate Airbnb & VRBO Income

Because short-term rentals do not have a single annual lease, non-QM lenders use specific conceptual frameworks to determine qualifying income. Which method applies depends on whether the home is already operating as a vacation rental or is a brand-new acquisition.

How DSCR programs conceptually evaluate short-term rental cash flow
Income MethodWhen It AppliesHow Lenders View It
Historical STR IncomeRefinances or purchases of turnkey STRs with an established operating track recordReviews actual platform payouts or management statements over a trailing period to calculate average monthly revenue
Projected STR IncomePurchases or newly converted properties without prior booking historyUses lender-approved market data or appraiser short-term rental projections, with adjustments set by each lender
Long-Term Market RentProperties where traditional lease comps already cover the payment, or when STR projections are restrictedRelies on the appraiser's standard comparable rent schedule as if the home were leased year-round

Four Checks Before You Buy a Texas STR

City Zoning & Permit Caps

Texas STR regulations are set locally. A home in Fort Worth or San Antonio may face strict zoning or blockface density rules, while another neighborhood allows by-right permits. Always verify the exact address.

HOA & Condo Declarations

Even when a city allows STRs, check the subdivision or condominium declaration, bylaws, and rules for rental restrictions. For a Texas condo resale, the seller must give you those documents plus a resale certificate (Property Code §82.157).

Hotel Occupancy Taxes (HOT)

Under Texas Tax Code Chapter 156, stays under 30 consecutive days costing $15 or more per day owe the 6% state Hotel Occupancy Tax, plus applicable city and county hotel taxes.

Full Non-Homestead Property Taxes

Under Texas Tax Code §11.13(j), residence homestead exemptions require the owner to occupy the home as a principal residence. Budget for county, city, ISD, and special-district taxes without homestead exemptions.

Texas Short-Term Rental Rules & Taxes by City

Whether you are shopping in major Texas metros, the Hill Country, or Gulf Coast markets, short-term rental rules and Hotel Occupancy Taxes (HOT) are enforced locally and change frequently. In addition to the 6% Texas state HOT on stays under 30 consecutive days ($15+/day), cities and counties levy their own taxes and registration rules. Always confirm current rules directly with the municipality before buying.

A Texas short-term rental DSCR loan qualifies the mortgage based on the property's ability to cover its own monthly housing payment rather than your personal debt-to-income ratio. Depending on the specific lender and whether the home already operates as a vacation rental, qualifying income is determined from historical platform payouts, projected short-term rental revenue, or the appraiser's standard long-term market rent schedule.

Under Texas Tax Code Chapter 156, rentals of houses, condos, and apartments for fewer than 30 consecutive days costing $15 or more per day are subject to the 6% Texas state Hotel Occupancy Tax (HOT). In addition, cities and some counties charge local hotel taxes — for example, Austin charges an 11% city HOT, San Antonio has a 17% combined state/city/county rate, and Houston charges a 7% city HOT. Even where platforms like Airbnb or Vrbo collect and remit certain taxes, hosts often must still register and file periodic reports.

A City of Dallas committee presentation dated November 7, 2024 noted that STR enforcement staff were reassigned due to an injunction. On October 23, 2026, the Supreme Court of Texas granted the petition in No. 25-0748, City of Dallas v. Dallas Short-Term Rental Alliance, and set oral argument for 9:00 a.m. on December 3, 2026, with no merits ruling issued yet. The City's STR page says owners must register (registration is free) and collect and remit hotel occupancy tax monthly on stays under 30 days. A November 2024 City presentation put the city HOT at 9% of net room receipts; because the case is pending, confirm current rules and rates directly with the City.

The two cities take very different approaches. In Fort Worth, short-term rentals (1–29 days) are permitted in mixed-use and most form-based, commercial, and industrial zones, but are not allowed in residential zoning districts. In Austin, since February 2025, a licensed STR is allowed as an accessory use in all residential zoning districts, subject to unit caps, spacing rules, and a biennial license fee. Because city ordinances change, always verify current zoning rules before purchasing.

No, a dedicated non-owner-occupied vacation rental does not qualify for a Texas residence homestead exemption. Under Texas Tax Code §11.13(j), a residence homestead must be occupied as the owner's principal residence, and under §11.13(k), even if part of a homestead is rented out, the exemption does not apply to the rented portion. When estimating your DSCR, you should budget for county, city, school district, and special-district property taxes without homestead exemptions.

Many DSCR programs allow real estate investors to take title and close in a qualifying legal entity such as a Limited Liability Company (LLC) or in their individual name. You can also use a DSCR cash-out refinance on an existing Texas rental property to pull out equity for renovations or your next down payment, subject to program guidelines.
